Job Description
The Company
Our international client is a
single source supplier of natural gas compression, oil and gas processing,
refrigeration systems, and electric power equipment - plus in-house engineering
and mechanical service
expertise. The Company's broad in-house resources provide the capability to
engineer, design, manufacture, construct, commission, and service
hydrocarbon handling systems. Our Client's expertise encompasses field
production facilities, compression and natural gas processing plants,
refrigeration systems, and electric power equipment servicing the natural gas
production industry. Currently the Jakarta office is expanding.


The Role -
  • Responsible for bidding process within the Asia portfolio. 
  • Liaise with International teams to collate the required specialist information to support submissions. 
  • Ensure consistent bid strategies, presentation and methodology are applied across the region. 
  • Prepare estimates including the management of resources and following estimating standards. 
  • Coordinate and consolidate tender submissions by functional and business streams. 
  • Participate in commercial reviews and development of pricing and bidstrategy. 
  • Manage the tender design of liaising with engineering (engineering and external) where appropriate. 
  • Ensure costs for estimates are based on realistic timing and cost structures. 
  • Liaise with external consultants in bidding for projects. 
  • Ensure that competitive prices, new techniques and cost trends are monitored. 
  • Review all estimates prior to submission. 
  • Manage investigation and analysis of detail estimates and projects for factors and costs. 
  • Document and review estimating procedures. 
  • Ensure that estimates follow company procedures. 
  • Understand the contract terms and ensure the project team understands the commercial mechanisms within the contract. 
  • Oversee, handle and coordinate the administration of the contract. 
  • Administer the various scope change, extension of time and other commercial and financial mechanisms within the contract to protect and enhance commercial position. 
  • Arrange for quotations to be called from subcontractors and suppliers and for contracts for be let. 
  • Conduct negotiations with subcontractors and suppliers and negotiate conditions of contract. 
  • Participate in the selection of successful tenderers. 
  • Maintain a register of subcontractors and suppliers and liaise with operations personnel to ensure their suitability. 
  • Ensure effective contract administration, in conjunction with operations personnel. 
  • Provide leadership and direction to designated teams 
  • Effective management and right sizing of organisation structures and employee skillsets to meet business requirements 
  • Support the recruitment and retention of best fit applicants to maintain and improve team competency and productivity 
  • Proactively manage employee performance through the recognition of high performance and close management of under performance 
  • Ensure quality performance reviews are conducted for all team members in line with annual HR cycles 
  • Ensure strong formal and informal communication channels within and between 
  • Responsible for planning, prioritising and scheduling tasks; 
  • Participate in tactical and operational planning. 
  • Responsible for planning and prioritising workload. 
  • Promote operational excellence. 
  • Ensure utilization levels (people and Equipment) are managed for the best outcome of the business 


Requirements

  • Minimum 8+ years experience in the Oil and Gas Process Construction or related Industry; 
  • Understanding of products and services with a focus on Process equipment; 
  • Bachelor degree level in commerce, engineering or related discipline; 
  • HSEQ Theoretical and Practical knowledge; 
  • Sound understanding of contract law and principles; 
  • Experience in commercial contract administration in a contracting organization; 
  • Analytical ability; 
  • Ability to influence people at all levels within the organisation; 
  • Excellent written and verbal communication skills; 
  • Demonstrated procedural knowledge and operational competency; 
  • Excellent management skills and interpersonal skills; 
  • Excellent IT competence; and 
  • Sound organisation and time management skills. 
  • Project Management background. 
  • Focus on Process Engineering for Oil & Gas. 
  • History of Bids and Proposal and Execution of Oil and Gas projects.
